I know you were making a joke but centers have people there to instruct junkies on how to rotate and choose different sites to avoid not only the damage and scarring but also prevent the inevitable infection when an over-used site goes septic.

If by "rehab" you mean "hosing them down with cold water and yelling 'Quit drugs or die, moron'", then sure.

I'm not sure that rehab is necessary for someone who really wants to quit, and I'm damn sure that it's not - in its current huggy-kissy form - sufficient for someone who doesn't.

they are an excellent way of dealing with drug addicts.

i don't think they do anything much to prevent or help cure drug addictions though.

Then we won't have to deal with all the violence associated with the existence of a massive black market.  Think of all the innocent lives we could save.  Obviously access to clean needles would stop the spread of disease too.

But we don't have time for any rational solutions...

if you are still curious:

safe injection sites are places where junkies can go. they are staffed by people, occasionally nurses, who collect used needles, give out new ones, and tell everyone the safe ways to handle, collect, dispose of needles. they also give out other things, like ampules of sterile water, swabs to clean injection sites, bandaids, condoms, ascorbic acid powder (to cut the stuff with) and little metal spoon things.
harm reduction stuff.

when someone ods there, then they can bundle them up and throw them in the hospital too.
